The Waka Kotahi Investment Proposal outlines our investment approach for state highway maintenance and improvements, and nationally delivered programmes, such as national road safety education and advertising, research programmes and the national ticketing system.
When developing the Investment Proposal, we focused on the strategic priorities and direction from the GPS 2021 to ensure our proposed activities will give effect to the GPS outcomes.
Regional Transport Committees will now consider the relevant proposed activities in the Waka Kotahi Investment Proposal for inclusion in their respective RLTPs.
The State Highway Activity Management Plan (SHAMP) will be published in the next few weeks. This document provides more detail about the proposed state highway activities and assets related to the state highway network over the next 10 years.
Waka Kotahi delivers a range of non-state highway activities as part of the National Land Transport Programme (NLTP). These activities support sector innovation, improve value and efficiencies and are aligned with GPS outcomes.
We have identified a number of non-state highway activities that we propose for inclusion in the 2021-24 NLTP. This list is made up of activities that Waka Kotahi is already committed to, and activities that could be included.

CloseThe SHAMP sets out our approach for managing the activities and assets related to the state highway network over the next 10 years. It is the business case for the state highway programme listed in the Waka Kotahi Investment Proposal and reflected in our Transport Investment Online (TIO) submission.
We will make the SHAMP available to Regional Transport Committees (RTCs).
CloseTIO is the system we use as the key source of project information and reporting, and as a record of investment decisions made in the NLTP. All activities funded through the NLTP are recorded in TIO, including the expected benefits and long-term outcomes from each decision.
TIO is used by all local government agencies to submit their proposals for investment. Both local government agencies and Waka Kotahi use TIO to manage those bids individually and collectively.
Each region develops a Regional Land Transport Plan (RLTP) that sets out the regional programmes for all Approved Organisations in that area. The Waka Kotahi Investment Proposal outlines our proposed state highway activities, which we propose are included in an RLTP.
Once finalised by Regional Transport Committees (RTCs), each RLTP will feed into the development of the National Land Transport Programme (NLTP). Proposed state highway activities included in an RLTP can be considered for inclusion within the NLTP.
Projects within RLTPs and the Waka Kotahi Investment Proposal are prioritised on a national basis to be considered for the available funding within each activity class of the Government Policy Statement on land transport (GPS) as the NLTP is developed, considering the regional priorities described in each RLTP.
CloseOur primary objective when developing the Waka Kotahi Investment Proposal is to deliver on the GPS outcomes and priorities for investment, and of regional priorities, meeting the expectations of the government and communities.
The state highway programmes were developed considering the priorities of the GPS 2021 and the requirements of the Investment Decision-Making Framework and draft Investment Prioritisation Method. More information about the how the Proposal was put together is in the document, from page 15.
CloseWe expect that as Regional Transport Committees (RTCs) consider their RLTPs, there will be a need to refine the Waka Kotahi Investment Proposal.
For smaller activities, especially low cost low risk activities, we expect to add and schedule new activities alongside those that are already programmed, but for larger activities we will need to consider the priority of the proposal alongside those activities already included.
Depending on the scope of change proposed, we may need to make adjustments in programmes to accommodate significant change.
Please provide any feedback by Friday, 27 November 2020 through your Director Regional Relationships or Lead Strategic Planner. We expect to respond to suggestions (received by 27 November) in time to inform RLTP consultation. We may consider revising the SHAMP as a result of RLTP consultation.
CloseThe Waka Kotahi Investment Proposal includes activities funded through the National Land Transport Fund (NLTF) and those funded through Crown investment, such as New Zealand Upgrade Programme projects, Government’s economic stimulus package activities, and remaining Provincial Growth Fund projects to be completed after June 2021.
These are included for transparency and should be included in an RLTP where relevant to provide a complete overview of the regional investment in the land transport system.
CloseThe RLTP should include all proposed state highway activities irrespective of funding source (e.g. NLTF or Crown) or funding status (e.g. even if a committed activity).
CloseWhere activities are proposed to be funded by the National Land Transport Fund (NLTF), rather than the NZ Upgrade Programme, and have not yet had a funding decision made, then activities need to be assessed against the IPM and prioritised for inclusion in the NLTP.
A preliminary assessment of proposed new activities against the draft IPM has been done as part of compiling the draft Waka Kotahi Investment Proposal and we have only included the higher priority activities.
CloseWe have allowed a level of over programming in the Waka Kotahi Investment Proposal to provide visibility of choices, to test options with councils, and to help build the pipeline for future investment.
The activities included are proposed, and do not have committed funding unless otherwise noted.
CloseWe will consider each activity on its merits late 2020 and decide what to submit to the NLTP Development process to be assessed and prioritised for possible inclusion within the NLTP. Some of the proposed non-state highway activities may be more appropriate funded from the Waka Kotahi operating budget and some activities may not provide sufficient sector value to submitted.
